He felt you misunderstood; however, there is nothing wrong with that -- there are language-barriers at play.
Although your solution is not bad -- I can explain how it differs from mine, if you like:
1) Your first suggestion was downloading and re-uploading. I believe some may feel that's intuitive without asking a question. Nothing wrong with it; I believe it's just self-explanatory.
2) Your second solution involves RClone, which is for linux (the poster may not be using linux). Regardless of what operating system he uses, it does not make a different because RClone does not copy between cloud services.
Your link is just referring to using RClone for purposes of copying a locally cached directory, nothing more.
To copy directly between cloud services (without passing through your own system, whether it's a PC or VPS, etc) you would need an SaaS solution.
In your follow-up reply, you changed your answer a bit saying "VPS aka debrid aka Saas cloud-to-cloud backup solutions". These are not analogous (not "aka") and this point was not clarified in your original post.
There is nothing wrong with any of that -- you were doing your best to help.
